Shawnee Township Police Department

Mission Statement: Our purpose is to ensure the safety and security of the Shawnee Township community, in partnership with our citizens. Our mission is accomplished by delivering high quality professional police services, mindful of the constitutional rights of all persons.

Shawnee Township Police Department was created on March 1st, 1972. The chief and four constables were responsible for the safety and security of the residents of Shawnee Township.  Today the department has grown to meet the demands of the residents and industries within it. Now the department is composed of Chief Robert Kohli, three sergeants, three detectives, two school resource officers and six full-time patrol officers. Shawnee Township supports its own dispatch center which is comprised of a dispatch supervisor and seven full-time dispatchers. The township contains approximately 12,500 residents and is home to several major industries including Cenovus Refinery, INEOS Chemical, Nutrien, Marathon Petroleum and the Joint System Manufacturing Center. Our jurisdiction is also home to two major educational facilities where the SROs are assigned: Shawnee Local Schools and Apollo Career Center, a vocational school.

The department’s most notable achievement in 2025 is the expansion of the dispatch center and the renovation of the police department. The expansion gives our dispatchers an appropriately designed area with the proper privacy and security needed. Unknown by most, Shawnee dispatchers handle more than just calls for service for the police and fire departments. Township-wide, the dispatch center answers approximately 35,000 calls per year. They provide administrative services, perform desk officer duties, and respond to hundreds of records requests and redactions each year. The redesign gives our Shawnee community the high level of service they expect, affording the citizens a public lobby for 24 hours a day, 7 days a week, 365 days a year. The community can enjoy face-to-face conversations and a point of access to their local government services. The expansion of the Dispatch Center was accomplished utilizing the American Rescue Plan Act (ARPA) funds, therefore costing no additional money to the taxpayers.

Building off the Dispatch design, we redesigned and remodeled the Police Department. Anyone familiar with the old design would immediately recognize that the original structure was not an appropriate space for Police Services. The old design left the Police Department in an open office space, and intermingled uninvolved citizens and administration directly into law enforcement business. I recognized a need to address the identified issue as it was not safe or an appropriate design for all. The new design restricts access to areas containing criminal justice information and uses a state-of-the-art security and surveillance system can ensure appropriate security and compliance. Another important aspect of the project was to ensure no excessive debt or additional obligation to the taxpayers. Ultimately, the department was able to budget for the redesign and thankfully completed the project without requiring a loan or additional tax levies. This allowed us to give the administration its own publicly accessible area and remove it from within the Police Department. The design implements physical security and eliminates the availability for unescorted access to the Police Department.

Chief Kohli’s promise to utilize more technology has continued to progress. When he took office, the department was using pen and paper for almost all police functions. We are now nearly completely digital in most services performed by the police and dispatch. Our front-line cruisers have secured access to our system. Additionally, our detectives, school resources officers, and supervisors can access the database from their smartphones. This technology allows us to track their movements, granting them a better response to calls and ensuring our officers are safe. We will work toward streamlining several more systems in the upcoming years, updating and giving our department a better chance to solve crimes and perform daily activities more efficiently and accurately.

Shawnee Township Police Department has 8 marked police units and 2 unmarked police units. We have a 24/7 dispatch center equipped with three consoles, a LEADS terminal and state-of-the-art technology.
