1. What is a Comprehensive Plan?
A Comprehensive Plan is a long-range guide for the future of a community. It establishes a community’s vision, goals, and priorities and provides recommendations to help guide future decisions.
Shawnee Township’s 2050 Comprehensive Plan will address topics including land use and development, housing, transportation and infrastructure, economic development, parks and recreation, public services, natural resources, and community character.
The Plan will look ahead to approximately 2050 and serve as a roadmap for future decision-making.
2. Why is Shawnee Township updating its Comprehensive Plan?
Shawnee Township’s current Comprehensive Plan was completed in 2009. Since then, the community’s population, housing needs, development patterns, transportation system, infrastructure, economy, and priorities have continued to change.
The 2050 Comprehensive Plan provides an opportunity to evaluate where Shawnee Township is today, identify emerging needs and opportunities, and establish a shared vision and priorities for the future.
3. Is the Comprehensive Plan the same as zoning?
No. A Comprehensive Plan establishes a long-term vision and policy direction for the Township. Zoning establishes specific regulations governing how property may be used and developed.
The Comprehensive Plan may help guide future land-use and zoning decisions, but adopting the Plan does not change the zoning of individual properties. Any future zoning changes would occur through the applicable zoning process.
4. Who is developing the Plan, and how can I participate?
The Shawnee Township Trustees are working with the Lima-Allen County Regional Planning Commission (LACRPC) and a Steering Committee of Shawnee Township residents and community stakeholders to develop the Plan.
LACRPC will provide research, mapping, data analysis, community engagement, and plan development, while the Steering Committee will provide local knowledge and guidance throughout the process.
Community participation is an important part of developing the Plan. You can get involved by:

• Attending public meetings and open houses
• Following the planning process on this webpage for meeting information, maps, draft materials, presentations, and other updates
5. How will community input be used?
Community input will help identify what residents value about Shawnee Township, the challenges and opportunities they see, and the priorities they believe should guide the community’s future.
Survey results, public meeting feedback, and other community input will be considered alongside demographic, economic, housing, transportation, land-use, infrastructure, and other technical information when developing the Plan’s goals and recommendations.
A summary of the Community Survey results will be made available to the public after the survey is completed.
